Alfred Wells, who was head draftsman for Bayer and Withall at that time, had entered the Kensington and Norwood Town Hall design competition and won. Bayer and Withall received the commission. In 1885, after the Bayer & Withall partnership dissolved, the firm became Withall and Wells.
